It's some sort of train workhorse.
Looks like choo-choo-charlie driving.
So the hopper it's pulling must be loaded with: good n plenty!

Its an electric locomotive [mule] used for shunting rail cars around the different terminal sites.
Breaking up train sets as they come in or making up new ones before they head out of the terminals.
This type was work horse for many railroads, underground urban lines etc.
Also used for maintanance work in the tunnels. [track work, overhead wire etc.]
Notice the two sets of tracks its riding on. one is standard track for main trains and the one [inside] is narrow guage that this work loco is riding on.
In the old days most people never had a clue what was going on below their feet while waiting to board their train.
Was a huge city all to itself.

gousainc-nice website-even has the same pic there as the postcard.I assume these people working down there didnt have closterphobia
