What is the best way to set up an email list of my ebay customers so that I can contact them about new listings? Is it possible to import their addresses from somewhere? Thanks

You have to make sure ya have a fool-proof OPT-IN only protocol in place that any fool can read & comprehend...

I wouldn't.
You can be suspended simply for asking people if they want to be on your opt-in list.
There are other ways to continue to market to one-time buyers. The best way (and eBay can't stop you here, at least not yet) is to use a package insert with each of your shipments that directs folks to your Web site or offers some very attractive specials.
Here's one more idea that is on the edge and that probably won't work if you have thousands of past customers:
Send them money via PayPal. Randomize the amounts, explain it as an adjustment in their payment. Make sure they know who it's coming from. People pay attention when they get money.

I've sold some things in the past that I have similar items of, and each time I've asked the successful bidder if he/she wants to be notified when I put more up for sale on Ebay. Those that say yes, I keep in a computer file. Items such as glass fruit, gem and mineral booklets, flatware in a certain pattern, old science fiction books, etc. Out of, say, 5 high bidders, perhaps 3 want to be notified. I cannot see what's illegal about that.
I e-mail and say I have a similar item to theirs, currently up for sale, #_________ on Ebay and remind them they asked to be notified. NO one has ever taken offense. But then I don't do it very often because most of my collectibles are truly one of a kind.

Why thanks, capolady! Doesn't it just make sense? We collectibles sellers have very few repeat customers--at least for most of us--and we need to nurture every single one. I've begun selling old football game programs for southern Calif. colleges; have sold four, have about 8 to go. This is the sort of auction item that begs for repeat customers.
On my computer list of people who want to be notified, I also have some of you experts in this or that field, like Lindajean and Neglus for postcards, that I can ask questions of.
It's not more than a page and a half total and I can find things easily on it.

Don't listen to the pretzel choked tomwhine and fluffythewoosiecat. Neither has business sense. The best way to make a list is on the fly. When you get a buyer, record their info in your e-mail address book. Then you can even catagorize then so the proper people get the correct e-mail for the corrosponding item.
Now if you get someone that states to take you off of your list, you must do it. Not for ebay reasons, but for legal reasons.

Look, folks. eBay takes the issue of spam seriously not because it loves and wants to protect its customers, but because it wants the exclusive right to market to them.
If eBay could figure out how to make all transactions blind (you as seller wouldn't know the winner's email address OR their shipping address) believe me, they would. I'll bet they're working on it.
But hey, if you don't mind running the risk of NARUville and think that lumping your message in with offers for penis extenders and Viagra makes a lot of marketing sense for you, go for it. I can tell you that the effort required to maintain such a list will be wasted.
