priority yes. and it's actually preferred otherwise it gets stuck on a container and they wait until they get a full load.
I don't know about the customs form. Last time I mailed anything APO overseas was before 911.

Customs forms are required depending upon where the parcel is going to end up. The best way to see is to go to the USPS web site and use the shipping calculator. If it is required, that warning will show up under the shipping cost.

You can always put a customs form on it just to be on the safe side. Be sure to write on the form " Property of a member of the United States Armed Forces". My local postmaster advised me to do that with the first APO I shipped, which went to Germany.

You would ship the package the same as you would to and U.S. address however you will need the customs form. The little green will do for under 4 pounds otherwise you will need the big white form.

The problem with APOs and FPOs is that you cannot use USPS Shipping Assistant, because you cannot use Delivery Confirmation to those addresses.
