With their (sigh) complex new changes to the non-paying bidder system, it appears Ebay already has a glitch!

They say you cannot file a credit request for an item that has been paid for with Paypal UNLESS it was refunded in full through Paypal.

Well, I had a sale paid for by Paypal on June 20th, which I refunded in full using the Paypal transaction refund button, yesterday.

So today I go to the new system to file a credit for the actual eBay sale part, and when I enter the item number in the only box eBay provides, all I get is this: A dispute cannot be filed because a PayPal payment has been made for this transaction. Please see Unpaid Item policy for more information.

You click on their policy link & it doesn't provide any other place to go -- evidently their system is not able to link into Paypal as completely as they need to. What a bunch of crap! I've been reading their complex new explanation of their system for 15 minutes now, and cannot for the life of me figure out how to get around their glitch or claim the refund on the selling fee that I am obviously entitled to.

I hope someone from eBay is reading this, because you're system is blocking a legitimate request for credit!

Does anyone on this board know, is there some other way to process this that I am simply missing in all this?

So I've sent this e-mail to eBay through their CONTACT US link, I'll report their answer here (message to them edited to remove private info)...

Item number xxx, this item was paid for with Paypal on June 20th, payment ID # xxx

It was refunded in full through Paypal on July 11th, refund ID #xxx. These transactions were completed properly and are fully linked to each other in the Paypal transaction records.

However, today when I try to process a credit claim on eBay to recover the seller's fee, I am BLOCKED from proceeding, and only receive the following eBay message: A dispute cannot be filed because a PayPal payment has been made for this transaction. Please see Unpaid Item policy for more information.

Please inform me how to resolve this problem in your system.

As usual, eBay rolls out a new "enhancement" that does not work/integrate fully with it's other parts. Why am I not surprised?

EBAY CANNED RESPONSE #1 (seemingly indicating they have caused a much bigger problem than they are admitting -- where absolutely no problem existed before):

Hello,


Thank you for writing us about the trouble you are experiencing when
filing for a Final Value Fee (FVF) credit through eBay's new Unpaid
Item
(UPI) system.

Some items the buyer tried to pay for with PayPal where the seller
subsequently refunded or denied the payment are not showing as eligible
for a Final Value Fee credit. We are in the process of testing a
solution to this problem and hope to have it resolved in the next day
or
two. We will post to the announcement boards when we believe the
problem
is resolved.

Members may want to wait until this issue is resolved before trying to
close Unpaid Item disputes. We apologize for the inconvenience and
frustration some members have experienced in this transition. We are
working diligently to address these issues.
