If someone uses paypal - non-credit card - can they still do a charge back? I got a really big ticket items with a bidder who has a big fat 0 FB who want to use paypal and said he has a running balance? If it's not a credit card is that OK and how do I tell if he sends it?

They can't do a Credit Card chargeback, but any PP buyer can file a BUYER PROTECTION COMPLAINT, &, if your transaction under the SELLER PROTECTION POLICY was "ineligable" you end up losing the moola

Since he has not attached a credit card to his PP account, then his address will be UNCONFIRMED (probably) & the payment risky to you.

As Ralphie advises: DON'T ACCEPT PP FOR MORE THAN YER WILLING TO LOSE

What do you mean "ineligable" - I was wrong he has 8 FB and is also a seller - just new?

In order for a seller to be covered by the SELLERS PROTECTION POLICY, the transaction has to be "eligible" & the eligibility or ineligibility of the transaction is stated on the transaction page (clear as mud??)...

...from PP HELP:

The Seller Protection Policy helps sellers protect themselves from liability and reduce the risk of dealing with fraudulent buyers. As a seller, you are eligible to receive up to $5,000.00 USD annual coverage under the Seller Protection Policy.

In order for a transaction to be eligible for protection under the Seller Protection Policy, you must follow these guidelines:

Have a Verified Business or Premier Account
Post to the address on the Transaction Details page
Ship the item in a timely manner
Retain reasonable proof of postage that can be tracked online
Require signature receipt on items valued at more than $250.00 USD
Send tangible goods
Only accept complete payments from single PayPal Accounts
Agree not to surcharge the buyer
Provide timely response to all PayPal inquiries

You are not required to ship to a Confirmed Address for coverage under the Seller Protection Policy. We do, however, recommend that you ship to a Confirmed Address when a transaction is ineligible for coverage. Shipping to a Confirmed Address reduces the risk that you are dealing with a fraudulent buyer."

how much is he/she going to send you via paypal??
What is he selling on ebay and you can gauge how he could accumulate large balance in his paypal account??
His address could be confirmed if he registerd with his credit card,in this situation,he just said he want to use his large paypal balance,he did not say his addr is unconfirmed or he does not have a credit card on file with paypal.
ASK HIM IF HIS ADDR IS CONFIRMED ?

another scenario to consider is this-if he accumulates the large balance from selling on ebay or where ever and he sent the fund to you.
Then his buyers start complaining for whatever reason to paypal and paypal found fraud involved,it will either yank the money away from you or restricted your account for investigation.
He can always transfer his large paypal balance to his bank account and then from there,he writes you a check or buy you a money order.

I wrote him and told him I couldn't do paypal and he sounds ok with that - he's going to transfer the money to his checking account and use Bidpay. I have it posted all over my auctions anyway that anything over $50 is subject to my approval. Hope he really pays.
It's my biggest single sale $1150.00!!!! I'm doing a happy dance. NO NO Not until I get the money!!!!
Thanks again guys - I knew in my heart to say no but just wanted a pep talk.
