Question! Do you think this applies only to auctions launched on those two days or can we go in and add a subtitle to current auctions for a cent?

Subtitle is worthless anyway. It does not show up on a Title search. Only description search. So even at a penny, it is not a penny well spent.

The WORST part about using subtitles is that you have to make certain when/if you relist, you remember to remove the subtitles!

Beware using Subtitles on Ebay. When the item is relisted and you delete the subtitle , you still get charged for the Subtitle as Ebay does not support Vendio's removal of the Subtitle. This may sound complicated, however, this has happened with my auctions in the past unless Vendio has corrected this with Ebay. They probably have not or there would have been an announcement.
