Just want to make sure I have this right .... got this email query :
"Se muy poco ingles ¿puedo efectuar el pago mediante TRANFERENCIA A TRAVES DE WESTER UNION"
Does this mean he wants to a Western Union transfer? or BidPay?

He speaks little English and it looks to me like he wants to do a bank transfer through Western Union. I wouldn't do it myself.

You cannot do bank transfers thru Western Union.
They want to know if they can do a Western Union Wire transfer. There is absolutely no reason not to do it since they send the money via Western Union then you go to your local Western Union location and pick up the money. The only reason not to accept that type of payment would be if you do not want to go to a location. To find out where your local outlet is just go to the Western Union website, unless you are oput in the boonies, it's probably just a couple miles away.

I speak very little english. I can carry out the payment by means of transference to you by Western Union. Or something like that.

You just need to answer him Yes or Si (do not know how to put the little mark over the Si on an English speaking typewriter) Western Union wire transfers are the way thousands of people send money all over the world. He has to pay for that service. All you have to do is pick the cash up at one of their offices. As stated, unless you live out in the boonies and don't live near a decent sized town, it shuld not be a problem

What he's saying is, "my UNION is on strike in the WESTERN part of the country and I can't afford to pay for it. Would you send it to me free of charge"?

You have the translation correct. He knows very little English and wants to do a WU transfer. I wouldn't guess it's a money order.
