Does anyone have a good way to remove paper items that have been glued in a scrapbook...without ruining the item.

The old trusty hairdryer, pointed at the item for a bit (15 seconds? 30 seconds) will soften the glue. Works a lot of the time.

Nothing completely risk free comes to mind however.....there are some "minor risk" solutions that I used in my very limited bookbinding experience.
It depends on what it was glued on with. If it is PVA -- like Elmer's Glue All(r) -- then heat and patience will eventually work. Usually.
If it the glue was water soluble (like hide glue, or binder's paste) then you want to use as little water as possible to break the bond while lifting -- NOT pulling -- the envelope off of the surface. I use a dull binder's knife and an ever-so-slightly damp Q-Tip for this. WARNING: some inks run, so be very, very careful.

Thanks for your suggestions! The trusty hair dryer did not work. Next up is the wet Q-tip. Hope that works. A while back I heard about someone that soaked the item then put it between two pieces of heavy glass to flatten and press the water out. Has anyone heard of anything like this?

Yes, you will need some sort of blotting paper on either side of the paper though. Wet-strength paper works great. Kinda hard to find though. A book press helps. So much of this depends on what KIND of paper we're talking about. Paper manufactoring hit a low in the 1800's and it carried through until Post WWII. If you soak an item like that, make sure you use a paper that maintains its strength in water UNDER the paper that you are soaking. Because many papers will tear when you try to pick them up.
Also some inks are water soluble so sometimes removing the item can cause more harm than good.
I have this album of old very valuable postcards ( some I will sold them for more than $100 each ) for over an year now. I have tryed several things. Like water, hot water, alcool , stamp remover liquid and guess what ...
The heat thing worked !!! I have tryed with a cigarette lighter and it worked. Yeeesss !!! Tomorrow I will try "properly" with an hairdryer.
