Has anyone had any luck getting their Paypal daily ATM Cash Withdrawl limited raised? If so how do you go about getting this done?

What good could that possibly be except a waste of $.90 or whatever a money order costs?
The post office will only let you buy a money order if you enter the PIN. The limit is no higher than just going straight to an ATM.

if your using an atm your paying more than the .90 cents the post office charges. Also when you buy a money order from the post office you can get more than you daily limit. I have gone in and gotten 2 1k money orders at one time and used paypal card + pin with no problems.
1) As previously mentioned - ATMs charge a fee for withdrawal that is more than the cost of a money order.
2) There are two seperate limits on the PayPal debit card. There is the $400 cash withdrawal limit and a $3000 Spending limit. You can use that limit to purchase a money order. I have done it numerous times when dealing with suppliers that require payment via bank transfer. It is much faster to pubchase and cash money orders than to wait for a funds transfer into my account to clear.

If it's really "common" sense, why do so few people actually have it?

Stop - read it again. I purchase money orders and deposit them rather than wait for a PayPal balance transfer to clear when I need to do a bank transfer.
I have supppliers in three different asian countries all accepting different currency but I send the USD equivalent and the banks/merchant account providers automatically convert.
