I have two disputes put on me by international customers. I sent the tracking numbers and both customers have their merchandise.
How long do they hold the funds? I have asked each customer to let Pay Pal know they have received their items but they haven't yet.
Am I going to have to provide proof of signature to Pay Pal? Do they keep my money and the customer keeps the merchandise?
Q: Is Seller Protection available for U.S. sellers who transact with U.K. buyers?
A: No. At this time, the Seller Protection Policy is only available for U.S. or Canadian sellers transacting with U.S. buyers, and for U.K. sellers transacting with U.K. or U.S. buyers.

Well that is just lovely. Some fool doesn't pay his customs fees so the item is not released until he does and that is my fault?
The other customer (not Ebay) reported she didn't receive her item but now claims she never told Pay Pal this.
In the four years I have accepted Pay Pal, I have never had this happen.

i accept paypal intl payments as well,some day it will bit me in the ass.
thats not much you can do but get ready to eat your loss.
Or you can try to intimidate them by saying you are contacting the local police to come and mediate on your behalf?

just curious,
what kind of tracking number did yoy give paypal for intl shipping??
paypal wants online trackable number,not that it matters when it comes to seller protection since you ship overseas,but what kind are they??

Pay pals own words to me,,,If you would like your "item" back you MAY want to contact the buyer. hahahahahaha, hahahahahaha, hahahahahaha,,,,,,,,,,,,,Yeah Right! What a total JOKE! They got their MONEY Back! Thank YOU pay pal!! and they have the GOODS,,forever!

We don't accept PP from anyone other than US or Canada. I was under the impression that as long as I had a tracking number, and, if the amount exceeded $250 a signature confirmation, that I was okay with PP to Canada. Do I have to block Canada now too?
I have to say, for what it's worth, that Canada might be 5% of our sales, but seems to be 25% of our "extra effort" sales.

IOW: If you are a USA SELLER & you ship OUTSIDE of the USA (CA or UK or ELBONIA, I donna care where), you are NOT covered by PayPal's SELLERS "PROTECTION" POLICY -- regardless of tracking, signatures, photos, swoorn afadavidits...I DON'T CARE WHAT!
And of course, many will relate how they have NEVER had any problems -- of course, that don't help when YOU eat $500!
YOU must determine YOUR risk tolerance level -- MINE is $0.00 when it comes to INTERNATIONAL PP payments!

if your buyer is telling the truth that he did not receive the item and you have it insured with private insurer,you can just ask him to sign a form and have the insurer reimburse you.
This way,it does not matter what paypal has to say.

The majority of my business is overseas. I have to take Pay Pal.
I submitted the Express Mail tracking number to Pay Pal, showing the items arrived. I am now getting proof of signature. You can also get the international tracking number from the post office if you bug them enough.
Sounds what most of you are saying is I am out my $500 and the customer gets to keep the merchandise. : (

unless paypal has changed its policy,it said no seller protection from overseas transactions,whether you have online tracking dc or signature means nothing.
so why not read the terms first before you spend all that money ??
dont forget to handle zilions of transactions a day,much of the tasks are automated,so if the paypal systems-program said overseas transaction,do not bother to check for dc or signature,it will automatically bypass checking and go to a routine which said something like take money out of seller account and return to buyer.
they dont have a human being who sits and watch every transaction and complaint coming in and decide what now?/
first line email response is done in India,if they cant handle it ,the it gets sent back to USA CUSTOMER SERVICE.
If you dont want to give up at this point,pick up the phone and ask to speak to a customer service personnel and see if someone will babysit your case and make exception for you.For 500 dollars,it is worth your time.
