I sold an item and discovered the buyer was in Canada. My tos state the shipping listed is for US only. I will sell international but not for the same shipping charges. I emailed her and told her the shipping would be more. I didn't hear from her for several days so emailed again. No response...so refunded her incorrect payment and filed for non paying bidder. She told ebay she had paid and still wanted the item. I sent her an email with the correct price..no response. A few days later I get an email asking why she hasn't heard from me. I emailed her and asked if she didn't get the total. She responded and said no..to send it again (amazing she only gets the emails without the price). I sent it again...no response so emailed a few days later. This morning I get an email telling me she has decided she doesn't want it. Now, ebay has closed it out and states I don't get fvf since she told them she had paid and wanted it. The question is (after this long drawnout narrative) is...How can I get my fvf from this item? It wasn't a big item but still makes me ill that she did this. I am thinking a telling her she needs to pay for it since she told ebay she had or at least pay the fees? What do you think?

I thought only YOU could close a despute...not Ebay. If it were me, I would go to Live Help and ask someone there. Good luck!

parkman -- Did she accept your refund? If not, cancel the refund and then bill her for the remaining amount she owes you for shipping.

You are screwed. What you did is file a mutual NPB and she rejected it. Your mistake. Once she rejected the mutual NPB, it became final. You lose. Never file a mutual NPB. Always file the buyer has not paid. That is the only way you can protect yourself. This is ebay's way to keep your money.

You won't get your FVF back. It's gone and Meg has already spent it. You can prevent it from happening again, though. Set your Paypal preferences to reject payments from international bidders. They will then have to wait for your EOA with correct payment instructions. You're lucky your FVF is all you lost. If she had sent the correct amount via Paypal, and you had shipped to her, she could have done a chargeback and had both your money and the item.

Thanks for all the replies. At least I know now that I may as well let it go.It was only a 20.00 item so the fees aren't much...just makes me mad that after jerking me around she decided she didn't want it. Thanks Sparkz for the info about blocking international bidders on paypal. I didn't realize I could do that but will go and set that up right now.

But once you send them your EOF and they want to pay by Paypal, what do you do then? Is it OK to reject international Paypal'ers but OK to send them a "money request"?
I like the idea, but wonder how it works in practice.
