I hope someone can help me. I have been on Ebay for 7+ years. Have a 99.9% feedback, am a PowerSeller (bronze) and have used PayPal from the beginning. I had a customer that refused insurance and then claimed she never recieved her package. I have a receipt from the post office that shows I sent it. She filed a dispute with PayPal. They GAVE her back her money. I cannot find any where in the dispute process to tell my side except to give a tracking # which I do not have since she did not buy insurance or delivery confimation. She has a low feedback and few PayPal transactions. I have 2600+ feedback and over 900+ PayPal transactions. PayPal says I can appeal, but how!! I find no options to tell my side of the story. Proof of insurance means nothing to paypal.
The only thing they look for is delivery confirmation or signature delivery confirmation.
If the post office screws up which seems more common these days and does not scan the DC in you are out of luck too.
When being paid with paypal it is better to ship with delivery confirmation than with insurance. You may want to put a clause in your terms of service stating if paying with paypal, delivery confirmation is required and add 55 cents more to shipping.
Most of paypal's responses are automated so you are out of luck if you use their site to respond anyway.
You can try to call them but be prepared to be on hold a half hour if you are lucky enough to get through.
I had a $1000+ problem with them and they screwed me over even though I could prove everything I was saying was true.

Without delivery confirmation, you are SOL - That is what proof paypal demands. I've used it and disuptes are closed after they have that. I would definitely add this to your TOS and not leave it up to the buyer to purchase. With internet postage, delivery confirmation is free for priority mail, and only 13 cents for other classes of mail. It is 13 cents well spent as far as I am concerned.

If you use Electronic DC, then the price is ONLY FREE for Priority Mail, or a big whopping 0.13 for other Package Services!
Don't make much sense NOT to use eDC on ALL packies, huh?

Merrie -- Unfortunately, because you didn't pay for delivery confirmation, you are out of luck. However, use this as a learning experience. I use delivery confirmation (out of my pocket) for items that I feel I will need it or for items that have sold for more than I feel I would like to lose. You can download USPS Shipping Assistant which is free and use delivery confirmation for your packages. I used to bring in my own packages into the post office and have them scanned and postage added. (I hired dad to do it for me). I don't use Endicia (too confusing for me) or stamps.com, both of which cost money to subscribe to. I use good ole FREE shipping assistant through the USPS and only pay $.13 per item for delivery confirmation.
I'm sorry you ended up losing money. We have all BTDT!!!!

These posts have been sooo helpful, thanks alot. I will definitely add delivery confirmation to my TOS for Paypal payments. I never knew how important it was. The on-line postage advise is great, too. We have always gone to the PO, but I will look into this. I just feel so screwed since they do not even let you write an explanation. I am wondering why more people don't just claim they did not recieve things since it appears to be so easy for PayPal to refund their money. No proof, nothing, just "Didn't get it."
I did try calling them in the beginning, but never did get through.

merrie use eDC on all your packages it pays in the end. But you have to remember that if you use 1st class eDC the package has to be 3/4" thick.
