Just had auction close for item with much bidding activity the last few minutes. Winning bidder is from Taiwan and wishes to pay via Pay Pal. Ad stated US sales only. What can be expected if I complete sale with this purchaser from forgein country and payment coming through Pay pal?

First of all, you can apply for FVFs immediately if you want to. Second, tell buyer if he wants to complete sale, he will have to pay thru Bidpay. Do not accept PP from foreign buyer.
Firstly, I think you should discuss yer NAME with a youngun here named Classic...
Secondly, if ya use PayPal, it behooves you to peruse PayPal's rules & "Un-Protection Policies"
In this case, yer butt be flapping in the wind if the buyer yacks to PayPal -- the moola can be yanked out of yer account faster than fried chicken livers go thru Ralphie! Thems be da rules, & if ya gonna play on PayPal's lot, ya have to follow them, or NOT when ya get BURNT!

The last time I read the BidPay site they said they only issued Money Orders for the UK.
Has that now changed?

Regarding your customer in Taiwan, I would only accept a MO from BidPay or an International Money order in U.S. dollars - NEVER PayPal.

I have been paid through BidPay from Japan, Hong Kong, Canada, and Israel in the past few months.
The only reference to the UK is in payouts in other than USD:
4. Does BidPay payout in foreign currencies?
BidPay currently offers a payout option for UK sellers. For a $5 USD fee (which is deducted from the total cheque amount), registered sellers can choose to have a cheque in Sterling Pounds sent to them instead of a US dollar denominated money order. At this time, we are only offering this option to sellers in the UK. We plan to add more countries in the future.
We LOVE BidPay for those foreigners .

Customer not happy with me for not accepting Pay pal, doesn't have a bid pay account either. He has however offered to pay via bank wire to my checking account. He says this is very inconvenient for him but will proceed in this manner. Thanks for all of your responses.

Since they are insistent about using Paypal, if your item a big ticket item, If they are already giving your grief now, they could likely file a charge back with Paypal and as Tom & Ralphie state "yer butt be flapping in the wind if the buyer yacks to PayPal"
I have had a few customers use Bidpay from the Asian market. Not a problem for them. Considering that your listing clearly states that you sell to US only, stand firm that they use Bidpay or cancel the auction since they are trying to change your TOS. If they don't accept your terms as a non-US buyer, then cancel, file for UPI, get your fees back.
I don't even fool around with the Yuck-Foos or Fritzies or Elbonians anymore when they BREAK my TOS -- some items I CAN ship outside USA & some items I CANNOT -- all are clearly marked appropriately...
Had a CANADIAN pull it last week on not ONE, but TWO USA ONLY listings!
Ralphie emailed him: "Yo! Moose-Boy! Peel the hockey puck out of yer forehead & READ the listings before ruining them..."
We happily dumped TWO eBay ding-dongs on his thick noggin & IMMEDIATELY got a REFUND of our FVF's!

THANKS for all the good information. Presently, I am testing the foreign markets again - limiting it to only Canada, the UK, and Japan.
WHAT other countries have you all have nice sales interactions with? I do not want to deal with a country where there are constant problems. I know better than to accept buyers from Nigeria and such, but have never tested France, Germany, or Australia. Well I did do a couple of shipments to Australia, but that was years ago, they went well.
What In your opinions are the absolute NO NO countries?

My worst international experiences has been with DUTCH bidders ~ worse than the Canadians, and that be saying a hockey puck full!
DUTCHies ignore yer TOS, then P&M about shipping fees & insist on PayPal, etc,etc...

Dont forget, if you do a wire transfer to your bank account from Taiwan. there will be a fee from your bank. i have been told it could be as much as $20.us. but some of you locals there could verify that.

Everyone, thanks for all of your input and suggestions. The buyers wire transfer appeared today in my account. Actually it was a fairly painless transaction, my pulse did elevate a bit there at first. The bank charged a $12.00 incoming fee which actually wasn't any more than the Pay Pal fee would have been. I have some more of the same items to list and am thinking of allowing a few other countries to join in, maybe.
