Auction ends, bidder doesn't send payment. Bidder gets dispute, claims he can't pay because I don't accept Paypal for International payments. This of course is clearly noted in my auctions in two different locations. I tell them they can still pay using Bidpay or send a payment by mail. No response. I file the warning after a week. Guess who emails me.... Here are the two messages they sent:

Hi,
I will reopaet a MSG that I send to you earlyer last week trough e-bay unpaid dispute.
I can only pay trough PayPal - UNFORTUNATELLY this is the only option for me. Please understand that I did not want to couse you any kind of the troubles. I'm asking you to remove your unpaid strike against my account (PLEASE Read my FeedBack)Please make an exeption for me And I Will Gladly Buy this item from you.
Once again I'm sorry for any inconvenience this might couse you.
With Best regards,
Alexander!

Hi,
Once again I'm Sending to you this E-mail with a hope to resolve this matter!
I'm Willing to buy this Item, but because of your actions (unpaid item strike) My Account is now blocked & I cant' do anything (even pay for this Item). Can you please respond to this 3-d massage I'm sending to you, so we can resolve this difficult situation. Please understand that I did not mean to cause you any trouble or problems. Please take under consideration that I'm New to EBay (I have score of 8 - all positive feed back) and I'm just have start to learn how to use EBay properly.
With Best regards,
Alexander

Talk about hysterical. He acts as though his 8 positive feedbacks at 100% makes him a responsible bidder. He fails to mention how many sellers he screwed over to have been suspended. As duty becons, I email him back and remind him that it takes 3 sellers filing warnings to be NARU and I'm not lifting it now. He needs to think about it for 30 days.

Technically, he's not a newbie. He's been a member for a year.

Most sellers are just the opposite - they will only accept PayPal from foreign bidders.

I accept PayPal from USA only. Foreign buyers have no option, I accept only BidPay. Your poor "innocent" buyer is FOS telling you he can only use PayPal. Western Union (BidPay) is world wide.
