I have one of those ring sizers on a stick. When I slip a ring onto it, to get its correct size, and the ring is a wider band, is the size registered at the bottom of the band (the farthest the ring slips down) or the top? And. . . does this question make any sense at all??

It makes a lot of sense, know just what you mean.

The measurement at the bottom would be the correct size. If you turned the ring around & measured the other way it would be the same size as the first measurement.

I would say bottom. That is the maximum size finger that could fit into it. Ladyjewells will probably check in and solve the mystery.
