Log into your PayPal account from their website.
Assuming it's a type of payment that's not automatically set to be accepted, there are Accept/Deny buttons right there beside the transaction itself.
If it's an automatically-accepted payment, you can't deny it. But you can click on the transaction itself, and scroll down, and there should be a link to Refund the payment. (You'll get your fees back if you do a Refund.)
There's a way to change your preferences as far as what payments are allowed to come through automatically. It's under Profile, I believe (will have to look to be sure).

I received the payment, I want to "not" accept the payment; refund it without fees.

If you refund it it will refund you fees.

Check into your account, go to the transaction, click on details, scroll to the bottom & there you will find the link "refund". click on that & you have it.
