I've been using Esupplystore for about 5 years now - I priced out everything I use - bubble wrap and packing peanuts - and compared all the sellers, and they always come out on top pricewise when shipping is factored in.
Their customer service has always been perfect as well. Here's a link to their store - they do have bubble envelopes:

Start looking for the envelope sizes you need. Check the prices on Ebay (total prices, including shipping, divided by number of envelopes). That will give you a basis to work from. I spent a lot of time a few months ago doing that, and I don't recall now who I bought them from. You could also check Quill, although they haven't had a good sale price on envelopes for a lonnnng time.

Yup, definitely break it down to a cost per envelope - for bubble wrap I use the cost per foot and packing peanuts the cost per cubic foot.
