this windmill stands almost 9 inches tall, not sure what this is made of as it is light,not chalk ware any help is appreciated thanks

Probably Italian made, although Florence Ceramics (California) made pieces with cherubs also. It should be marked if it is Florence.

It looks like bisque - I say German - you can alway just call it Continental, that will cover both!
