I have the answer of the tip of my tongue, but I am tired of trying to get it to my brain. I want the name of the cutwork decoration done on dishes and bowls please.

In addition to those ^, I have heard it referred to as

"pierced" ... and "openwork"

Thanks guys, I knew you would help. I think I was looking for pierced, but I am going to put the others also. I think I may have heard pierced on the UK Antiques Roadshow, so it might not be so familiar here.

I have always heard pierced used in referring to plates or chargers that have holes in the rim for hanging - pierced for hanging. Reticulated and openwork seem to be the most often used.
