You have all heard it before from someone somewhere, but here goes again. I bought an "item" back in August and paid within 10 minutes of auction end via PayPal. The seller offered several choices for shipping and charged different for each with insurance included as is expected. I chose the priority shipping for a couple dollars more. No big deal on that UNTIL 18 days later I had not received my "item" or received a response to my email. I opened a dispute with PayPal and got a reply stating they were shipping it out 2 days from then. By this time 22 days after I had paid. I did get it a couple days later smashed to bits as the seller had packed this VERY breakable item in 1 trash bag (yes...plastic trash bag)for padding and a box that pop tarts would have been too heavy for. I thought maybe spite for the dispute, but asked nicely for a refund anyway and got it so maybe not. Seller has over 300 feedback including several neutrals for bad shipping just popping up. I have over 350 feedback all positive UNTIL today. I now have a neutral that says
"Item broke during shipment Full refund was given"
This is true, but it burns me up !! I have not left feedback yet and restrained my impulse to neg right away as I never have good results from an angry impulse.

Hmmm, tough call... he DID give you a refund, and an undeserved neutral. From what you've said, I can't see that you've done anything wrong. You could play fair and leave him a neutral in return that says "took 22 days, received broken, finally received refund."
This sounds like a situation where neither party should have posted feedback, as it was resolved as best it could under the circumstances. You "could" neg him, and he won't be able to neg you back, but that might be a bit cruel, although he almost deserves it. I'd say give him that neutral in return.

neg the h*ll out of him! have some fun with it! you get a neutral because someone ELSE has a problem? i don't think so.
something like "slow shipment of poorly packed, broken item" springs to mind. i'm sure i could do better if i wasn't so played out right now.

If ever someone deserved a neg, this poor seller does. Needs to learn the hard way about careful packing, sounds like.

Yes, he could get a neg and there would be no way for him to retaliate. I only thought of giving him a neutral becuase that's what he gave out for his comment. I would just feel bad giving him a neg, at least a neutral and you're even, and he did, after all, refund the money. Had he not refunded the money, for sure a negative.

The fact is, he gave you bad feedback for no reason and defaced your profile. That neutral will show for 6 months on the scoreboard. The important thing is to carefully consider your response to the neutral. Above all else, BE PROFESSIONAL in your response. Picky buyers for high dollar items will seek out that neutral, and you want a response that will reassure them that he is a jerk and you are a saint. As far as your feedback for him, he needs to learn that handing out neutrals for no reason can get him burned. I would neg him for that reason alone, but I would word it in a way to warn other bidders about his substandard packing.

Sparkz's first sentence says it all. There are times to back off and be kind, but I don't think this is one of them.

Thank you all for your suggestions. I am not a hothead who post's negative feedback for the sake of it, but I do think this seller needs one. The only communication from this seller was a one line response to PayPal stating it would ship in 2 days. Never a response to an email but I know he got them as he did refund and would not have known I wanted one otherwise. The refund just popped into my PayPal one day. Now just to find the right wording !

Neg the heck out of him - what a loser, this is one of those feedback instances where there's so much to say, so little room!

That's just adding insults to injury. (Always wanted to use that phrase and it really applies here)
How stupid is this seller????
Reply to his FB - "And I got a neutral WHY???"
Give him the negative he truly earned - here's what I would say. "Gave unfair FB-Poor Packing - Vert Slow Shipping"
Then if you want to request a mutual withdrawal of FB - wait a day or two and go for it.

For once I agree with the masses. NEG THE HELL OF OUT THIS GUY. There is no resonable excuse for him to not at least acknowledge you via e-mail, let alone take three weeks to ship without an e-mail. Plus poor packaging.
