I found an item on ebay I am interested in bidding on. The item and seller are located in the US and the seller states: “Any electronic transfers such as paypal require a 4% charge.”

I didn’t think PayPal (or the credit card companies) allowed surcharges in the US. If correct, how & where do I report this?

I realize the listing might get booted. It'll be back.

ONLY UK sellers are allowed to charge a surcharge, but ONLY to UK bidders...

NO USA sellers are allowed to charge a SURCHARGE...

OTOH: USA sellers ARE allowed to offer a DISCOUNT to bidders who pay with payment methods OTHER than PayPal, such as CASH (whoopsie) or eGold (whoopsie), etc, etc...
