It looks like a spoof. Ebay uses your name in the greeting and they also do not use links in their e-mail---Another phishing expedition.

I have gotten that exact spoof dozens of times. "re-update" seems like an obvious give away. Also even eBay service must know better than to say "If your problems COULD not be resolved your account will be suspended".

If it doesn't come addressed to you as "Dear John Doe" it is a spoof. PayPal & eBay will always use your given name, not dear eBay member. A word of caution, NEVER give out your legal name to any of these ads unless you know who they are. You can get into a world of hurt.
