Its working in South Carolina ....seemed a little slow.

I just accessed it in NY. Everything seemed okay to me.

Try signing on using the secure URL:
https://www.paypal.com/us/

The unsecure method isn't currently loading
(paypal.com or http://www.paypal.com/)
