That is good to hear. In over 6 years , I've had only one chargeback and I also got my money
back! I had followed all the criteria - confirmed address, could prove it was sent and delivered.
Feels good to be vindicated when a scumbag tries to slither around and scalp your monies ... they are to get both the item and the payment they sent back, hence the item for nothing.Low life slim-balls like that urk me to the max!
I would think they may have gotten their money back and Paypal replenished my account with the sellers protection funds.

It does give one hope! I do have a question, though. A lot of my Paypal payments are from a cash account. Can a buyer do a "chargeback" on this kind of payment..or just credit card...or both?

WTG Tom and Ralphie!!! It's great to see the good guy win one for a change and the crook get cut down a notch or two. What better excuse could you have than to invest in a bottle of two buck chuck tonight?

CHargeback is a term for credit card dispute .
If you bidder uses cash in his paypal account or bank account, she will have to file complaint with Paypal if she is not satisfied with her purchase.

Paypal cannot confirm most foreign buyer billing address.
UK and Canada are two exceptions

Mingotree,
It has been covered on this forum repeatedly, but since there's no search function, I'll answer. Other than Canada and the UK, you have absolutely no protection.
You could have a photo of the buyer with the item in his larcenous hands, and PayPal will still force a refund if you didn't ship to a confirmed address. International addresses, even if confirmed within the buyer's country, are not considered confirmed for the purposes of international seller protection (except for US, Canada, and UK).

I accept paypal as payment from most countries and have had no problems with int'l buyers incuding France, Japan, Singapore, UK, Sweden, Australia, Germany, Spain, Italy, Gibralter, and Portugal. I ship at least 15 parcels weekly to overseas addresses.
I haven't been in a car accident for 30+ years. I still wear my seat belt.

PS Another factor is how expensive the item is. I will let a $50 - $100 item use PP sometimes, if I'm in the mood. Nothing more than that, no matter what their story is. All it takes is one $900 burn (happened to my EX partners) to focus your thinking.

if the overseas buyers are verified, which means they have verified their bank account with Paypal, thats a plus.

May be a "plus," but doesn't apply any goodness to the SPP!

for 60 dollars,Paypal will eat the loss if it lost the chargeback,if it were 600,I doubt Paypal is going to do the same.
It does not matter whether you ship to confirmed addr or not.
