I was looking for some labels on eBay when I ran across another one of those sellers who almost certainly are scamming the labels for free from UPS.

This is an old dodge, but some may not have heard of it. What the seller (presumably) does is set up a UPS account for the person who wins the label auction. Then the seller orders the supplies. UPS ships to the winner for free. It's all gravy for the sellers, some of whom have the chutzpah to actually charge shipping on these auctions. Heh-heh.

But here's the thing. If the winner files a PP non-receipt claim, what recourse does the seller (who didn't ship a durned thing herself) have?

None, as far as I can see. No tracking, no DC.

I'll bet there are other auctions for other items where the seller is equally exposed, but I don't know what they are. Anyone?

Yup, the old selling free supplies from UPS. I have ended 4 ebay sellers ID's because of that. I ordered 2 part shipping labels only to find that when I received them that they were packaged in UPS wrapping, and the new ones now have UPS printed on the label itself. I just call the UPS fraud/legal department, give them the sellers ebay ID, name and address and the auction number that I won and they go after them through legal chanels for ilegally selling their supplies. Closed down every one I have ever reported.

If I had wanted labels from UPS I would have just ordered them through my UPS account. I guess I'm old fashioned, I believe in not scamming suplies from another company to use with USPS/PayPal shipping.

Last year an Ebay seller posted that her dropshipper was late in shipping a 3k item.
Buyer filed complaint with Paypal after 7 days,by the time the seller got hold of the tracking number from her dropshipper,it was too late.
The buyer got the item free.

any seller who relies on foreign dropshipper who ship without using any trackable confirmation would fit your scenario.

ebay announcement board 12-14 talks about digitally delivered goods - I wonder how they can confirm delivery of those items to PP's satisfaction? (replaymedia had one of those a couple of weeks ago)

Paypal seller protection does not cover such goods and services.

A correction: I am informed by a generally-reliable source that UPS is hip to this scheme, and so now sellers are ripping off FedEx for labels instead. Still no tracking, though.

fluffy Probably because UPS started printing their logo and FOR UPS SHIPPING ONLY on their labels. Probably won't be long until FedEx does the same. DHL lavels will probably be next
