I notice that items posted in the UK are coming up in searches on eBay's US site but that searches on the UK site only bring up UK listings unless you opt to see all international items. Is this new or has it always been this way?

Been that way as long as I can remember. I think it stems from general buyer preferences. US buyers are more likely to be willing to purchase from overseas sellers than UK buyers are.
When I first started selling in the UK I used to have UK based listings on one account and US based listings on another that showed as being available worldwide. There were times when I had the same thing listed under both accounts and even though I know that the US based listing were viewed by UK members (traffic reports can be very useful at times) people would purchase the UK based one even though it actually cost them more. I had one person tell me that once they got the order they realized they could have gotten it from me cheaper from the other account but were leary of the international shipping cost. Now she that she has figured out the game she buys from my US store and saves herself a few "quid".

Sadly it's always been that way due to a programing error made in the early days of setting up their UK site. eBay has repeatedly promised to fix it so the default search on ebay.co.uk is set to "worldwide" results, but (as usual) has not yet done so.
