Yes. You can set up your preferences to block bidders from places you don't ship to. If you ship to U.S. only, then anyone outside the U.S. will be automatically blocked. If a foreign bidder emails you and asks for permission to bid, and you agree, you can put his username on the exempt list and he will be the only non-U.S. bidder that can bid. At the same time, you can blanket block anyone with a minus feedback rating and anyone who has had two recent NPB complaints.

You do it through Ebay. Go to your My Ebay Sellers page. In the column on the left side of the page, click "Preferences" in the section that says "My Account" You'll find it under "buyer Requirements". Click on show and then edit.
Be sure to click "Save" when you're through.
