Hi Everyone
I have never used this and can't seem to find it? I already have the item listed and want to add the best offer option by revising it. Anyone ever done this?

Easy. It's on the right of where you type the fixed price - on the listing form. You can't add it once you have a bid, or on regular actions i.e. non-fixed price ones.

It's intended so you can put in a high fixed price (above what you really want for the item) then the bottom feeder/bidder comes back with an unrealistic low bid. You haggle back and forth and hopefully make a sale around the price you actually wanted to achieve. Similar bidder/offer psychology as when you're selling real estate.

We use it on occasion and often get a flurry of also rans asking if they can buy at the same price - "too late" is our refrain.

Thanks - you just saved me a lot of time.
I was trying to use it on a regular auction - no wonder I couldn't find it.
