As a favor to a friend (oh no this has to be trouble already!) we are listing an item that will likely appeal to young bidders (second red flag!) that will ship to US only (a requirement of the friend). Had a bid within hours but it was 0 feedback, joined yesterday, AND location listed as Russian Federation! Now I know this could be a future perfect bidder with a US shipping address but if so I think they should have written to explain that before bidding. I canceled the bid and blocked the bidder but I have a question. Is there any way to know that bidders who list US are really US? Does eBay vet registrations at all as to location? Can you block non US bids on a specific auction?
We have never restricted auctions to the US. Our international transactions have sometimes been more work than domestic but all have been successful. The friend has some concerns about shipping and payment for this item. I just hope this favor does not dint a perfect feedback score.

Hello,
First off as an old ebayer myself I have had "Friends" wanting same as your friend. I helped them get going on Ebay and was a safety adviser but will not list for them with there rules as is my feedback etc, just not ever worth it. There just is no winning for lister.
Second, I have never found that non USA filters ever work. You will need to check listing often and block/bounce non complying bidders.

No, no (hollow laugh!) and you can try, but basically no.
You can specify ship-to-US-only in your preferences, but that didn't stop some loon with a Japan email address from bidding on my US-only auction.
eBay does no physical address verification AT ALL. Many of us have been screaming about this for years. PayPal confirms addresses. Why can't eBay? Why don't buyers have to register a valid credit card or other instrument (escrow account would work for me) when they sign up?

Nope, can't block international bidders. I just sold two very large overhead I-beam trolley cable hoist last week and listed them as no shipping/local pick up only and US only. Well guess what a bidder in Haiti won both of them. Turned out to be a great transaction as they paid shortly thereafter via Western Union Money Transfer and their carrier already picked up the two pallets for delivery to the ship yards in Baltimore. But I was trying to avoid selling any of last weeks items to International bidders because they were all very large heavy items that would have to be palletized and they were all being sold for a friend. I don't mind selling items for freinds as long as I have total control over the items. They give me them, I take the pictures, list them, I ship them (if shipping is a option) or arrange the local pickup from my place. When I get paid I give the money to the freind.
So at least my attempt to block Intl. bidders failed. It worked out good in the end though.
Ohh, and by the way. I spoke with the buyer in Haiti a few times on the phone to arrange for his carrier to pick up the pallets and he spoke better English than most Americans do. I hope to sell to him again.

Just set international shipping costs VERY high. Then you don't need to worry about getting bids.

No they don't.
All they confirm is you get your credit card statement. What PayPal does is place those two small charges on your credit card and you e-mail it back to them when you get your statement. You can put in any address you like and get around the very insecure PayPal confirmed address scam. It's your credit card company that sends you your statement to your address, confirmed or not.

HOW TO DISCOURAGE NON-USA BIDDERS:
Shipping & Handling for Non-USA shipments is $250 for items weighting less than 2 lbs, and $500 for all others. Note for our northern neighbors: Canada is not yet a part of the USA. PayPal only accepted from verified USA customers. Yada, yada, yada...

Set up a seperate selling account for listing for friends, enemies, relatives and freeloaders. Takes about 10 minutes. Do as Tom said and block all non-us bidders. If a legitimate foreign bidder emails and wants to bid, and you feel it's safe, it takes about 30 seconds to put their username on your exempt list which allows them to bid. Before you allow them to bid, explain your payment and shipping requirements and any other conditions that apply to international bidders, such as refusing to falsify customs documents, etc.
If Murphy's law is correct, everything East of the San Andreas Fault will slide into the Atlantic

HOWEVER, the durn furrineers have discovered how to get around this: THEY SIMPLY REGISTER AS USA BUYERS!

BUT, over the past 3-4 months, I've had AT LEAST 6 buyers who are REGISTERED in USA, but actually LIVE OUTSIDE the USA, and I'm not talking about Americans abroad!
THIS is a disaster in the making...

Hip Hip Hooray! Maybe this auction is not going to be a train wreck! At least there is a chance all will be well. A US bidder with over 300, all positive feedbacks did a buy-it-now on the item.
Now if we can get it shipped and the friend was correct in the description (we don't have a clue about this widget) maybe the feedback will still be perfect.

That's my wierd quirky sense of HUMOR that shows up ONCE in ONE post...NOT a political SIG LINE that appears EVERY TIME the poster posts!
I never even knew HOW to do a SIG LINE until Stuffy started in with her's about GRAY DAVIS -- I learned how to then...
What I SEE is a lot of Repugs (yes, that's HUMOR again, that appears ONCE in ONE post) who P&M over MY SIG LINES, but say nothing about RIGHT-WING ones...
Doesn't seem "fair and balanced" to me...

confirmed address is the address you receive your credit card statement,verified account means you are the owner of the bank/credit card account which Paypal made 2 deposits .
If your great aunt is on her death bed and you stay with her and read all her mail,you can easily register her and her bank account with Paypal .

As much as I hate to derail the thread, I must point out that the incident that whats-his-face keeps bringing up happened in 2003 preceding the California recall election.
Three bleeping years ago.
As soon as the subject of political sig lines came up, I removed mine and called for others to do the same.
However, since then we have been treated to a stream of unfunny bile and hatred.
Equivalency? Hardly.

Silly me. I thought my worried thread had a happy ending when the auction was over! Looks like it has a life of its own now.
A word about sig lines... I have seen lots that annoy me and have started to change mine to something that will express my opposition but I will always (what is the typing equivalent of "bite my tongue"?) bite my fingers and don't do it.
