I assume many stamp sellers already know this. However, this is the official post by ebay concerning unused, used, and unknown item condition.

As Bill Cobb mentioned last month, eBay Express will be a new shopping experience designed to meet the needs of today’s busiest shoppers and we’re extremely excited about the enthusiasm its upcoming launch has generated within the eBay community.
Based on the feedback that we have already received from the Collectible Communities (Coins, Stamps, Sports Memorabilia, etc.), we know that many of you are excited as well but may have a few questions on how this will work within the Stamps category with regard to Item Condition.
We’ve stated in earlier messages that the Item Condition setting will be a listing requirement for items to appear on eBay Express and this is true for most, but not all, of the categories on eBay.com at the time of launch. We realize that the majority of the Stamps’ sub-categories do not fit the standard New, Used or Refurbished values, yet we still want those items to appear on eBay Express.
After many conversations with the eBay Stamps community, we decided to use item specific values better suited for Stamps (e.g., Used, Unused and Unknown), which would also qualify inventory for inclusion in eBay Express. The Stamps’ sub-categories included in eBay Express at launch are:
Africa
Br. Comm. Other
Caribbean
Central America
Latin America
Middle East
Topical & Specialty
U.K. (Great Britain)
Worldwide
In these areas Item Condition is required and we would encourage you to start using in your listings.

Well I'm glad they made conditions of used, unused, unknown. Will make it alot easier. Was a little hard with their other condition standards. How would we have listed a 145 year old US Black Jack in unused condition before. It's wasn't new, it was 145 years old, but it's was not used either. And god, refurbished would be the last thing I would want in a stamp. Thanks for the post. I'm glad they came to their senses and listened to the philatelic community.
