I phoned Paypal & got two different answers regarding whether it is safe to accept Paypal payments from International buyers (referring to only accepting payments from buyers with confirmed addresses). One person said that addresses can now be confirmed in both Canada & the United Kingdom, therefore, it is safe to accept Paypal payments from those two countries. Then another person at Paypal stated that Paypal customers in all countries with a credit card on file have confirmed addresses and it was safe to accept Paypal payments from those people no matter which country they lived in. Anybody know the real truth? Thanks for any help.

I think the first was correct as well.
If the payment says it's confirm - then it is. But don't forget it has to have online tractability as well, so that may make a difference on how you can ship it.

The Truth is Out There
It's safe to accept a credit card payments from customers no matter which country they lived in provided you have a Merchant Account. However it's not safe if they use PayPal...
Merchant Accounts run the CVV number printed on the back of the credit card and compare it to the registered billing/shipping address of the customer and flag any potential fraud before it happens. PayPal doesn't bother until after the fact and will simply reverse the transaction and possibly freeze the seller's account at the first hint of fraud. It's cheaper and easier for PayPal this way, but not for sellers. PayPal are well insulated against fraud (read their TOS) since the seller is always liable for the chargeback plus associated fees.
