I was watching an early episode of Showtime's Sleeper Cell today. there is a line where the terrorist cell members are in Mexico talking about money money across the border....
Deposit the money into one of our accounts and resume the transfers. We can't cross the border with all that cash... PayPal is much safer.

It was interesting to hear on the news that the boy who was testifying before Congress about child predators/porn on the internet got "gifts" from some of his benefactors through a PayPal account. I think he used the cash to buy presents for himself.
When you think about it, PayPal could easily be used to launder money, fund terroist cells, etc.

People dont seem to realise Paypal is the last means you want to use for money laundering ,funding terrorist or shady transactions.
It is not just the simple electronic trails of sending and receiving money with your Paypal account,but the bank and credit card you sign up with,wealth of information there,someone can pretty much piece together source of fund,how they are disbursed, what you do,whom you see,where you go etc.
a cup of coffee at your favorite local Starbuck ?at what time??a book bot at Barnes and Noble?what book??lunch st where?and who is your dining partner?? and how many ??
Money coming into your bank account>where do they come from and who is the sender?your employer?you are self employed?and how much do u put in the nite deposit ??
You travel,where do you go and how long,what airline and where do you stay and where do you dine and shop?
Paying some one regularly?name of the outfit and individual,where do they deposit your $$,do they have a legit business or a storefront??
send a detective to your regular watering hole?He can find out if your are out of the country or in jail.
Private detectives are cheap,insurance companies use them,your employer use them ,your spouse use them,your prospective employer use them.
A private detective can park his car right outside your house,the minute you step out and go somewhere,thats when your disability check will stop coming,he will go to your family doctor and request to read your file,ever wonder why your application is turned down??

Hwa - welcome to the world of niavete'. You can go down to the local drug store and buy a prepaid credit card for $30. Use a fake social and name and you can are set. Fake identity papers can be bought in any large metro dowtown area... do you really think a terrorist can't come up with a fake ID and social security card?
Once you have the bank account and credit card the PayPal account is a done deal. And neither account is ever used again.
Set up an obscure service based website (for design work, internet consulting, pychic readings whatever) or even an ebay account with which to create a cover for your income and 60 days later you have a PayPal debit card and instant access to transferred funds thru any post office in the nation.
You do realize that most people that attempt to hide and launder funds are a little more shrewd than the person whose actions you described right?

But then I am sure a person as smart and worldly as you are know that enforcement agents are like the IRS ,as the IRS does not audit every return which seems out of line,the agents do not go after every shady deal.

Hwahwa...I assume you are aware that Paypal did not start with Ebay sellers and buyers completing transactions for Pez dispensers? At the time Ebay purchased Paypal, 20% of the gross Paypal income was coming from money transactions between illegal offshore casinos and their stateside customers. Ebay has publicly acknowledged this after the purchase was completed. No one has ever admitted how much was being exchanged for porn site subscriptions. To Ebay's credit, they immediately took steps to eliminate these practices with Paypal. Not because they were the shining light of morality, but because it was an open invitation for at least a dozen government agencies to invade their offices with subpoenas and search warrants seeking to uncover illegal activity. The very nature of the Paypal business structure makes it an attractive medium for money laundering and other illegal cash transactions. That would also tend to explain some of their unfair and overly restrictive rules, as I suspect they spend a lot of resources trying to keep terrorist and criminal elements from using their services.

yes,I know,I am one of the early users of Paypal when Paypal was giving away 10 dollars as sign up bonus.
Back then they were also fighting Eastern European users with stolen credit cards,some of you remember a guy who worked with Paypal to tweak the credit card authorisation procedure so he can accept paypal payments from his gold buyers.
AT first Paypal treated him as an important customer and he was on first name basis with the founder of Paypal,when these cards turn out to be stolen ,he refused to return the money,then one day he received a phone call from Paypal saying they are taking him to court.
The trial was held in California,he spent a lot of money,took out second mortgage on his house to defend himself and lost.
He used to post on this board regularly.

It's not a gift card - it is a prepaid credit card and you can pay cash. They cost about $10 and you only need to load it with $20. Or, next time you are in the grocery store, check out the coin redemption machine. You can now get a debit card thru them. Turn your pennies into plastic.

When did I say ATM? I said post office, or anywhere you can purchase a money order. ATM machine gives you $400 a day, Money order via debit card gives you up to $4000.

I am telling you,happiness is a simple way of life,no shady deal no get rich quick scheme,stay away from people who buy prepaid cards or carry bundles of cash or fake id and ss card or think they can outsmart the law.
It is not a single individual they are after,as one person sending payment(s),they will follow the trail to another person(s),then another person(s),one of more of these persons will be revealing some information worthwhile to them,unless they all live in some unknown caves underground and come out at nite and know how to become invisible.

Actually - Banks have to report SINGLE transactions of 10K or more. PayPal requires additional info if monthly transactions total 10K - two completely different animals.

Paypal is not a bank,it is trying to behave like one or some financial entity.
I want to wish you a lot of luck in such abundant wealth of shady deals ,just remember,they are not looking for foot soldiers or lower echelon peons,but piecing together all these transactions ,online and offline,they want to snatch something BIG.

In real life terrorists don't use PayPal - they use cash. Money goes over borders the old fashioned way via Hawala. The Chinese have used it for centuries just as it was latter adopted by the early Christian bankers, the Templars <insert Da Vinci code conspiracy here>...
