Hi everyone,
I have a question.
Now I understsand that I have up to 90 days to leave feedback for a member, but say, for instance, that I wanted to leave a timely (and deserved) neg for a member.
Also say that the auction ended, for instance, on January 1 at noon.
If I don't want any retalitory neg (which I'm sure would follow mine), am I correct in assuming that I need to leave their neg as close to noon as possible?
Just want to make sure that I have the timing down.

Don't count on it. It was apparently a tactic used in the past, but now eBay does not kill off the ability to leave feedback exactly at the 90-day mark any more.
It would be risky to expect you would be protected from a retaliatory neg.

Nope. Once you leave feedback, the other party does have a chance to respond. The amount of time after that is still up for debate, but I have seen as much as 45 days later.
