I dropped about 30 packages at the post office recently. All postage labels were pre-printed using either Stamps.com or the USPS website.
One group of 5 packages that were printed together on the USPS website have not been delivered and it has been over a week since they were shipped via Priority Mail. None of the packages have any tracking information on the usps.com website other than the labels were printed and are expected for delivery.
I am quite concerned that the packages were stolen, but it is quite odd that only these 5 packages from the same group of labels are the problem. I am quite positive that the packages were mixed with those that were printed on stamps.com. So it is very odd that only these are held up or lost.
Anyone else experience a similar problem? I now have someone who filed a dispute with Paypal for their payment. I have been selling for 6+ years and this is the first time I have ever had this type of problem.

Rusty I had a long conversation with USPS help and PayPal talking about the online postage with DC. Making a long story short if your packages are not scanned at the post office you have no proof of mailing. Notice that the notice the message you printed says information on the usps.com website other than the labels were printed and are expected for delivery. It does not say anything in there that after you brought them to the postoffice that they scanned them. I even talked with our postmaster who said that packages are not scanned at the postoffice if they have a preprinted label. What she told me to do was call for a pick up where the delivery person leaves you a carbon copy of all the packages they picked up. That is proof of purchase.
Paypal says if that is the message you are not covered under buyer protection. the USPS web help also says that. You have to make sure that all your packages are scanned after you take them to the post office. So the message will read received at the PO at 2:00pm.

It's my understanding that unless you pay the postage at the post office for your pre-printed labels, they are not scanned.

Does printing out a copy of the postal information at Paypal and having that stamped with the postal dated round red stamp help prove you took them to post office. That is I what I do, copy the delivery confirmation number with the postal cost and date and the post office stamps that printed copy from the details page of the postage printed.
Example edited for personal info.
PS not wanting to distract this thread but has nayone else noticed that Insurance on details page shows up as Free? If no insurance is bought? kinda stupid. It use to show Signature confirmation charge of $1.35 on details page even when you didn't buy it. Now Paypal fixed that problem to replace it with the insurance showing free.

Not true. If you have a postmaster stating that they are not scanning them, then you need to ask them why they are going against the USPS policy. All scanable packages are suppose to be scanned at the shipping PO. That is what activates the package. Otherwise it is considered not given to the PO, but printed.

I thought this had been settled long ago. If you use free EDC, you get what you pay for. If the clerk feels like scanning it, he/she will. Otherwise, tough luck. The only guaranteed way you will get that barcode scanned at the origin P.O. is to fill out the green slip, pay the retail price, and hand deliver it to the person occupying space at the window. Even then, you need to keep an eye on some of these people to make sure they do it correctly.

If you just drop them off, they are not scanned. You have to actually go to the window and have the packages scanned in by the clerk.
Rumor has it they are going to add the capability of scanning prepaid items to the automated machines but this has not yet been done and there is not a timetable according to the district person I spoke with.

Irked - not as far as PayPal is concerned - you have to have ONLINE trackable confirmation.

With the kind of volume they deal with,it is easy to miss those packages ,unless you mark them with green marker ,try it!

The reason that EDC is free is because you are not using that little green slip, you are printing the DC yourself. The PO is actually charging you for the slip, not the service.
You are correct though with your clerk statement. If they decide to not due their job and don't scan it, then it is our tough luck. I am lucky here. All of my PO's know their jobs and do scan them.
For those who have a PO that isn't scanning them, you need to educate them. When they are confirming the weight & zip code are suppose to scan them at that time as well. That is what activates the Confirmation number to the system. Otherwise it is pending.

If you mail from home the postal clerk does not scan the packages when it gets to the post office. The reason given is because the volumn is great and usually the main truck is leaving by 5:30. If you call for a pick up the person that you talk with at the PO writes a duplicated paper gives it to the pick up person and when they pick up the packages they check them off and give you the carbon copy. According to our postmaster that is sufficient to prove that you have mailed them.

I very seldom go to the PO, my delivery person picks up my pkgs & immediatly scans them before putting them in the rear of her delivery van. I have on occasion taken one to the PO & have alwys handed it to a clerk. Always have been scanned. I do all of my postage through PayPal & never have a problem. Why pay extra??

Thanks fenix I will have to talk to my postal clerks we use to be able to just drop them off now we have to stand in line. I was told once that the machine they verify them with won't scan the prepaid printed labels thay have to use the hand scanner which they never have at the desk. I think that was hog wash so I will ask again. OR start waiting at my mail box and have the postal truck guy scan with his hand scanner.
I have so far not had a problem but the day it happens I will scream bloody murder at my post office for sure about them not scanning the packages. But in mean time I will try to impress upon them that we pay for delivery confirmation etc and that if they are not scanned and then lost that we are not covered by Paypal for loss against our money if reciever makes claim with Paypal. In fact I know the Post Master whoI never see there and could probably request to talk to him. Might have to do that. Don't know him well enough to call him at home or I would. He is married to a classmate of my wife so could sick her on him and I know he would not like that. LOL
