Just had a buyer with no feedback, Ist transaction. Name and address is Ont. Canada. Immediately get a message to please send postage and handling cost, with a different name, and a Quebec address. While I am trying to work out postage, I get a Paypal payment for the cost of the yarn with no postage. This one looks like trouble!
I have tried to explain, and have refunded payment.

Refunding payment was the right thing to do.

Now send them a Paypal invoice with the s/h costs.

Ask them to pay by Canada Post international money order in USD - no charge back or other risks to you so you can ship to any address they provide.

Tom, you remember! I think we have it sorted out. She wanted it sent to her mother, had no idea about Paypal. Her Mum has no computer, but she wanted me to send her the invoice, presumably by mail, and she would pay. I told her I would prefer her (as the buyer) to pay, so she is going to do that. Some transactions can so complicated.
