Been using it for around four years to collect payments from European customers in the Euro currency zone. Useful as it's buyer pays so no messy seller fees or chargebacks ala PayPal. Unfortunately not so useful to USA centric sellers as you cannot withdraw funds to US banks (thanks to Patriot Act); you can get paid by withdrawing funds in the form of a bank draft - cost €3.50.
If the amount is small then I might be able to help as I have both MoneyBookers and a US checking account.

If it's not an "approved" payment method, yes eBay will pull your listing - eventually. Funny, eBay lays claim to being only a venue, however they have a say in what forms of payment you can accept.

To developp your business in Europe is a high and ambitious but good challenge !
For You, it will be more sucessful if buyers thinks you are an european seller because buyers are very suspicious about goods from other countries. Most of european buyers are not very intrenational oriented especialy french people.
If we make a deal about developping your business in France and in Europe, it will be a strong point for you because i live in France; the country of fashion, i speak french, a lot of french buyers knows my 3 shops and for all this reasons they would be in confidence about your goods.

I can propose you the following process.
I will start to develop the sell of your shoes in France, in
Spania, in Italia, in Uk, in Canada, in Belgium.
At the begining of this business, i dont need stock.
I will choose from your shop several model of shoes that i think european people would like and you mail me only pictures of these items.
When buyers order, i mail you, i pay you and you ship to them.
If business of your shoes up a lot in France and Europe, i will be from you some stock and will ship directly from france to our buyers.
I dont ask you fees to be Agent in France and to trade for you in europe, i only want 2 things :
1) you will have to propose me a less price than your shop
and
2)if i like some items for me, you will offer me, if you want we can estimate how many item max by month
From my side,
1) I developp Your business and confidence in your shoes
2) I will pay ebay and paypal/moneybookers fees for each item sold or not sold.
I think its VERY fair and you know that noone else will propose you a deal with SO LITTLE financial conterparts.
Im waiting for your reply and if you are ok, i will mail you ID of shoes wich i need pictures.
