I had an auction won on May 4th. Bidder had 0 feedback, but I was surprised to see that they had been registered since 2000. Anyway, I have sent 3 messages through eBay, and 1 directly to their email address, no response, it didn't bounce. I have filed UID. The other bidder also has 0 feedback, I don't think I want to go through that again. My question is, once I have finalized the return of fees form, if I leave neg. feedback, can the buyer do the same to me?

They can't leave neg FB if they didn't respond to the UID - I should say they CAN leave it but it won't count and there will be a note that says they didn't respond to UID

considering how long ago they registered, they probably do not have correct contact info on file. You could always pull their info and try to give them a call. If it is not correct, ebay will block their account until the buyer enters valid info.

Their email address is not bouncing back, I may have to make a long distance call from Canada to the US. It seems strange that in all that time they have not made a purchase, unless of course someone didn't leave feedback for them.
