I got a payment from someone with an unconfirmed address even though my auction stated PayPal only for buyers with confirmed address. I tried to deny the payment but I keep getting the message that Ebay sellers must accept all payment types. What is going on?

I think it's a new thing with Paypal. I could be wrong. You might want to call them to see what your options are.

I emailed them. No answer yet. I always get answers here faster! :> I don't see how PayPal can meke me accept unconfirmed payments unless they want to cover my butt if something goes wrong.

Do you have a personal account or business? If business, why not just refund the payment?

It is a business account. So you think I should just accept it and then immediately refund it? I might be able to. It sure is odd that I can't just deny it.

Another question - is it ebay express sale? You have to accept all payment for EE - confirmed or not.

I think they did away with the "deny" payment option when they changed the policy regarding personal accounts. If a seller states that he/she takes PP, then he/she has to take all types of PP payments (not just non-credit card payments and deny the rest).

I don't think there is any harm to you in just refunding the payment because of your confirmed address rule.

I had this a few weeks ago and I finally decide to accept it and then turn around and refund it.
When I hit the accept button the next page popped up with accept or decline payment - I hit decline and the paypal was declined.
Just a little glitch with paypal.

It wasn't an express sale. I checked and I have a "Premiere Account" which I believe is business. I seem to remember having to give up the personal account. I just tried what Ladyjewels2000 suggested (Thank you!) and it worked. I then went in and adjusted my Paypal preferences to automatically deny payments from unconfirmed addresses. Whew! Hope the buyer isn't too upset.

I think we have answered the question. However, I am posting PayPal Policy, which was updated 10/12/2006.

"Right of Recipient to Refuse Payment. When you send a payment to a third party through PayPal, the recipient is not required to accept the payment, even if the recipient is already registered with PayPal. The recipient is free to return payments or, in some cases, to use the PayPal system to deny payments that you have sent. You acknowledge that PayPal will not be liable for any damages resulting from a recipient's decision not to accept a payment made through PayPal. Any payments through PayPal that are denied or unclaimed by a recipient will be returned to the sender on the earlier of (a) the date of such denial, or (b) within 30 days from the date the payment is sent."
