Just found this out from vendio:
Hello,
Thank you for writing. The error message that your buyers are receiving
is due to an intermittent technical issue on Paypal's side.
Unfortunately, we are not able to resolve the issue, however we will do
our best to work with Paypal to make sure that the issue is resolved as
quickly as possible. As a workaround, your buyer may be able to make
the payment directly from Paypal using the total they receive when they
complete checkout, and the item number. As long as the buyer correctly
enters the item number and total, and you are using Paypal IPN, our
system should still be able to capture the checkout information and
payment data. Please let us know if this issue continues, or is not
intermittent. Below is a link to the Paypal system information blog so
you can see the timeframes when the Paypal system was unavailable (be
sure to check the "Latest Blog Entries" on the righthand side:

This is not a PayPal problem, but a three way problem. First and foremost, it's an eBay problem. Paying through eBay is risky enough with all of the self-inflicted glitches they have.
Second is you, for instructing your customers to pay through eBay. You need to tell them to go directly to PayPal's site to send payment.
Third is your customers for trying to pay throught eBay instead of going directly to the PayPal site to send payment.
I instruct all of my customers to never send payment by clicking the ebay links. I have them go directly to PayPal (if they wish to use PayPal) and send payment that way. Payment always goes through. Don't get notified much of the time, but the payment will be there.
