What could this be? From the style of the bird it does not appear to be very old. It is almost 3.5" tall and 3.5" across. The holes are too big for hat pins. Tooth brush holder was our first guess but there is no way to drain water or clean on the inside as we would expect from a toothbrush holder.

Does anyone know or can they suggest another purpose or is it just a badly designed tooth brush holder?

could be a brush holder.
You know the oriental paint brush for calligraphy.

Hmmm. Bulb pot? I have some with no drainage holes as the bulbs are supposed to be kept fairly wet. They usually have more holes though.
