I recently had a customer who said they didn't receive an item but the DC said it was delivered. It was insured so I file a claim with my USPS "go to" guy and received 2 money orders within a week. One for the item and one for the shipping less the insurance.
The customer had started a claim with paypal and told me she was doing this so it wasn't a problem. When I went to refund her money I decide that I would deduct the amount of the insurance as I had not been reimbursed for that and after all the insurance was used. Paypal wouldn't let me do this. I had to refund it all or escalate this to a claim or dispute, whichever comes next.
I know this is a tiny amount of money but it ticks me off that paypal is so inflexible.
I thinks it's only a matter of time before there are tons of bidders out there that know they can get full refunds from paypal and there's not a darn thing we (sellers) can do about it.

You're right!! PayPal has us all over a barrel. They never lose a penny. What a racket, you would think they could be a little more flexible / generous.

Google Checkout is not only cheaper (currently free), but doesn't automatically side with the buyer. Unlike PayPal, Google Checkout verify the buyer's credit history and address CVV before allowing them to sign up with them. Too bad we can't (yet) offer Google Checkout on eBay.

It's rumoured that Google Checkout will offer their own form of auction protection scheme tied into online reputations, seller's sales histories and buyer's purchase history now that eBay Buyer Protection ceases from 17 January 2007. It'll automatically flag transactions that don't match past sales and purchases, etc. Could be a real help in weeding out PayPal scammers

Insurance is really for seller protection.Some sellers will pad the shipping charge for an extra 25 cents to a dollar just to build a cushion in case something happens!

I personally spoke with a Customer Service person with paypal who admitted to me that they know some buyers lie to get their money back!
I guess it hard to see who is right and who is wrong in some cases but it should be very clear in other cases that refunding all the money is just not the right thing to do.
I had a shipment that went to a confirmed paypal address but it didn't match the Vendio checkout address. I had it posted everywhere that I only ship to confirmed address and if they give a different address at Vendio check out to email me to make me aware of that difference. The item was coming back to me. In that case the paypal CS told me that the buyer would get the shipping back as well because "after all they had paid the shipping" - Yeah and I shipped it. She really didn't seem to understand how I would be out the shipping cost. I would have been willing to split the shipping as that would have been the fairest way to handle it. It worked out but I stopped using vendio check after that.

In this case LADY, you should be out the shipping cost. The Vendio address means nothing. Only the PayPal confirmed address does. If you didn't ship the the PayPal confirmed address, then you and only you are at fault here.

Stone - I'm not sure if you are talking about my original issue or the one I added (2 different issues) but either way you obviously can't read!! I shipped to a confirmed address in both cases.
You are basically agreeing with me and that worries me!!

Since the DC showed it was shipped,you should let your case escalated to get Paypal involved.
She would lose and then you can refund her the original amount less insurance out of the kindness of your heart!

I guess I should have - if she had filed herself I doubt the USPS would have paid.
