I bot a doll described as 14". The little bugger arrived today and is 8-1/2". If I stood his hair up on end it would be 12". The seller will only refund the amount less shipping both ways. In her desc. she says,
"Bid with confidence! I do my very best to detail the items as I see them. If product is not as described you may return for a full refund ... less shipping both ways, and less insurance if any was purchased."
I don't think this is fair that I should have to pay shipping of about 15. when she made an error in the description.
Can I just do a charge back. Never done this before

I don't feel it's right for you to pay for shipping. You should receive a complete refund and she should pay you to ship it back to her because this was HER error and you would not have bought this doll if it was that small.
She told you the size and it was not the true size so you should not be responsible. This item was misrepresented to you in her description.
This happened only once to me where I made the mistake and I refunded all costs back to the buyer because it was MY mistake.
When I bought something that was totally misrepresented the girl said just keep it,. and she refunded all my money. But I didn't have the heart to keep it so it cost me 8.50 to return it but that was my choice, because I didn't want it so why should I keep it.
You might want to email the person and explain how you feel and if you don't have any satisfaction then you might want to make a complaint saying item was not as described.

I told her exactly how I felt and she said she would give me 12.00 and I could keep the doll. I don't want the doll as would never enjoy it anyway because of the deceit. Shall I tell her I am going to file with PayPal or just do it?

neil 2 things... I would get her telephone # which as a person who has had business with her you can get through ebay. call her and discuss it reasonably... if that doesn't work hopefully you paid with paypal
file for your money back ALL OF IT
As a seller if it happens to me I refund all the money and ask them to keep the item if its under $50.00. I did just that 2 weeks ago. A tumbler I sold as perfect he says had some minute chiggers. WELL what am I going to say I don't think so but it was $25.00 keep it. I hope he will become a repeat customer. WHICH incidentally you might throw that term into your conversation with the seller. Good customers are hard to find and repeats are a blessing.

We have been going back and forth all afternoon and I don't want to call her and do it all over again. She swears it is a 14" doll.
I have already filed a dispute with PayPal and asked for a refund for the item plus shipping both ways.

I think you're going to find that PayPal may want you to return the item and prove delivery - then you'll get back your total amount -- but I don't think you're going to get the cost of returning it back.

Now, I know there is a broad range of people selling on eBay - from someone who just put up an item or 2 to get rid of them - to the large volume sellers who can't deliver valuable personal attention if needed.
There's a very large area in between - which is where we fall.
We take our efforts on eBay more seriously than most - and I think those who are here on Vendio's EO are probably in the top 10-percent of those selling on eBay.
One of the things that really turns us off about the very small seller is that reuse of packing materials. I know I'm probably going to take a hit from some here who do recycle packing supplies, and I'm sure their customers might not be as critical.
We very rarely reuse a box and never go dumpster diving for packing supplies. We used to look for boxes, but when we calculated the time we spent doing it, it wasn't worth it to us. A few minutes on the phone or online and we can have brand new boxes sent to our front door.
We had several bad shipping experiences when buying from eBay sellers. One that bears repeating is a purchase of 4 New Down-filed pillows. We know everything to check before buying from just any seller and it all looked good... Until the seller told me that our shipment was being "upgraded" from USPS Priority Mail to UPS Ground. Well, we all know what that means - instead of 2-3 days from a neighboring state, we should expect 5 business days. The best part was what they were shipped in...
Open the large "Moving Van-branding" box to find 4 white kitchen trash bags with the yellow pull-tie handles.
To spare you the gory details, the box had been used as a "trash" can at some point and had the smell of garbage. Since the "trash" bags inside weren't tied tightly, that smell was now deep inside the pillows. It took a visit to the dry cleaners to get it out and the seller ultimately returned to me that cost. Hell of an "upgraded" shipping, I thought.
And, when the P.O. starts charging for dimensional weight, it's going to be even more important to have boxes closely match the items you are shipping or you'll be paying disproportionately more of the increase than you have to.
We try to keep the shipping costs to a minimum for our customers as well. But, we charge a reasonable handling fee to cover the cost of those new boxes, too. Not once have we had a complaint that our shipping costs are too high though. And, we just have to recall the pillow purchase to justify using brand new boxes.
The closest we've had to a complaint is the rare customer will ask if we could ship Parcel Post or Media Mail if possible. However, once we explain that slower shipping methods also allow their package to remain in transit for longer and exposes it to greater possibility of damage, they understand. Those who ask about Media Mail options just have to be educated on what is allowed and what isn't. That may change in the future if the Postal Service ever cracks down on the abuse that exists today.
Okay - that was a long and unexpected "vent."

Neil, I would not send the doll back until PayPal instructs you to do so. It was her mistake. She may not even respond to the PayPal dispute , in which case you will not have to provide proof of returning the doll.
There is no reason why you should pay any money for her mistake and as a seller, I too would feel that she is being unreasonable by not offering to correct the situation.
Last time I filed a NAD, the seller did not respond to the dispute and PayPal just gave me a credit in 7 days. It was a pair of shoes. If the seller had been willing to communicate, I would have gladly returned the shoes at her expense. As it was, I threw them away because I knew I would never wear them after having to get my dander up over the dispute.
Just curious, is this a doll that was made in different sizes. Could she have copied an old auction and just forgot to change the measurement?

If this ninny keeps insisting that the doll is 14" try sending her a pic of the doll with a yard stick beside it.
Pretty high postage for a saltine box. What a crook.
Remember the guy who shipped in a pizza box complete with ants. He also shipped in cereal boxes.

Remind her she sent it in a saltine box and that there is NO saltine box that would accommodate a 14" doll since most are exactly 9 7/8" tall, fact is I have never seen a larger saltine box. She is a dip wad for saying the doll is 14", could she have sent you the wrong doll?

I sent her a pic with a ruler beside it and used a black background. The doll has black hair so I wanted to emphasize where the head was to the ruler. She still want to argue with me so filed a dispute with PayPal. When I filled out the dispute form it did not allow me to fill in shipping to send it back. So its in the works. Its not the wrong doll as she doesn't even sell dolls and this was something she found and stuck on.

Can you send it back for less? Maybe parcel post or UPS? Once you have returned it paypal will refund all your money but not the return shipping. You could wait and see if you get your money back from paypal without returning it - I'm not sure how that works. If you do get the money back - you could then offer to return it COD.
