We just recently had two incidents involving
customers not receiving merchandise in the El Paso area.

the first item I could not find the confirmation so I shipped them another one. I thought well it was Christmas time and I screwed up. So the second time I put signature confirm on it. They denied they got the item and filed with ebay.

I told them to check USPS that so and so signed for the item. Went thru the ebay stuff etc. But what really set me off was they had an out of the country email url header and I could not communicate with them only thru ebay.(looking back it was probably a blessing)I emailed all this to ebay in response and said further I sell internationally all the time and have never had an experience like this. Ebay ended up suspending the buyer for incorrect email.

Now I have another item which is a photo needs signature confirmation. No record of the party getting the item yet. Is something wrong in Texas or is this just a coincidence. I have always gotten signatures on apartments or suite numbers anyway to make sure they got the item.

I am in Houston,I have not heard of anything unusual going on in El Paso as far as weather or post office delivery.
Did you check his feedback?
Those DC and signature receipt is slow to show up on USPS site.

Are the missing shipments going to apartment or suite numbers? Is it possible that the buyers are really from Mexico (which would explain the foreign url), using a mailbox store address in the US and expecting a delivery service to transport items across the border to Juarez?

Today I shipped an item to a buyer in El Paso. She requested to have it shipped to her work address. Probably so she would get the item.....

Maybe the problem is when a package is left in a mailbox (delivered) then stolen prior to the buyer getting home?

Sounds like fraud to me. I do know of many scams from foreigners where they have stolen credit cards and paypal accounts and buy items and have them shipped to places in the US. Usually Florida, Arizona or Texas.

Often times the mailing address given is a mailboxes ect or UPS store. Then the items are forwarded to the foreign country that they are in.

This is when the ball drops. The person who's credit card or paypal number was stolen reports it. You get a chargeback and the crooks get the items.

At this point, I would quit sending items to this person, especially without a good e-mail address. And as I have stated many times before, never ever communicate via the eBay system. There is no protection there and it is filled with fraud.
