Actually they don't flat out say that there will be fees. However they do say cash or currency is okay in violation of eBay Safe Payments Policy (aka PayPal is Safe and Free Policy)
Most savvy sellers will simply include the PayPal fee as part of S&H so it's passed on to the consumer.

Well, it would be nice if you could report it but eBay has that feature pretty well blocked now. They even have a link to the PayPal fees so you can see what you will be paying extra!

It looks to me like he isn't charging more for PayPal, but thinks PayPal will charge the buyer fees. DUH~!

Report this item is at the bottom of the page for me too. I really don't think that this listing is reportable except for the currency/cash part.

A seller can not charge extra for receiving payment with paypal. But I add that into my shipping to cover the charge, but it should not be mentioned in the auction.
This seller makes you think that if you are paying with paypal you should contact them to find out what additional fees you will be paying. At least thats what im reading.
Taken from the auction, she states:
PayPal is preferred, but know that there may be additional charges with using it.
Please email for PayPal issues or questions of charges.
PayPal has upgraded there services to automatically accept payments, but know that you occur a small service fee when using the PayPal services.
Naturally we all know mentioning this is not allowed but I wouldn't report them. Let the person that is buying the item report them if they try to add the pp fees to the buyers invoice.
I don't think we should become the police, and it's not our concern how anyone handles there auction. I feel it's only important if we are the buyer of an auction that states that, then you have the right to report that seller.

If they did that, one of two things would happen:
1) The servers couldn't handle the load - what with the reported item notices and the automated replies that would have to go out...
or
2) When they did a traffic analysis, they would find it to be the link least used on the site. Despite the overwhelming amount of communication that occurs today, there are fewer people who know or care how to apply even some of the basic rules.
I admit, a few might slip by me, but there are plenty of elementary school basics that aren't in use.
And, I always hate it when someone says, "Well, it's just e-mail." Or, "It's just a chatroom." As Mom always said, "If it's important enough to do, then it's important enough to do it correctly..."

The button is on the bottom of the auction but it does not really take you anywhere but around in circles. You are right about really not needing to report them, I had read earlier that feature wasn't working and wanted to try it out. I was going to cancel it instead of sending it on through.
Wow, spelling report button, wouldn't that be fun! I know I would get a few myself.
