I made a 2nd-chance offer to a bidder, and wouldn't you know, the original high bidder got in touch with me a few minutes later and says she'll pay tomorrow! Can I retract the 2nd-chance offer? If I leave it as a 2nd-chance offer and that bidder wants it, AND the high bidder comes through with payment, can I just tell the 2nd-chance person that it's no longer available??

Your welcome Roadsmith, I went to the site map under A-Z index,then S for second chance offer (for sellers). I think eBay likes to hid stuff . It is hard to find things sometimes thats for sure.
