I tried to pay a bill with my PayPal debit card today and the charge was declined, even though there was money in my account and no open disputes. I called PayPal - they were very nice, they said it had been detected as a suspicious transaction, then they reset my card to accept the charge. Suspicious? I pay this bill with this card every month! Do they have a new safety & security program running that will spit out more transactions?

No, it's nothing new. Welcome to my PayPal debit card nightmare.
I got the same runaround every time you did, except that they almost always referred me to MasterCard security.
The sixth time this happened ( account frozen because of a "suspicious transaction" ) I told them to take the debit card and shove it where the sun don't shine.
The idea that either MasterCard or PayPal can deny me access to my money because of a "suspicious transaction" -- when they won't even tell me what transaction triggered the freeze -- is ludicrous.
Do what I did, Pixiamom. I had a leftover checking account just sitting around with $100 in it. I started making daily PayPal transfers to that account and just used the debit card associated with it. Cut up the PayPal debit card and threw it away.

I have the same problem when I use it to fill gas,I just keep trying until it accepts it.
I also have the same problem with that DVD rental kiosk in the supermarket,I just keep trying and it finally accepts it.
It works fine at supermarket checkout,restaurants,USPS website and drycleaner.
Mine is not a case of suspicious activity,I dont know what it is.
