It will be interesting to see if they follow up and show if someone got prosecuted and if the innocent buyers will get their money back.

It would be my guess that she's out the car and money. Maybe she used paypal and can do a charge back but then the poor seller is out (unless he's the one that stole it!!!).

Typically, police will follow the chain of buyers. Restitution from the seller to the buyer is expected. If full repayment is not forth coming, the buyer can file theft by deception charges. In this case the seller could be charged with a felony.
If police locate the original seller ( from 20 years ago), he will be out money and most likely face a minimum charge of possession of stolen goods if not full theft charges. There is no telling how many states this car has been over the last 20 years. I would suspect that tracing this trail will involve many police juridictions and could take another 20 years to work out.
