A Teacher'scredit union has several ATM's around town that don't charge fees for any card. I believe the Public Employees credit union here doesn't charge fees, either.

I had forgotten (having shredded my PayPal debit card) but PP does charge $1 per ATM withdrawal.
A better plan is to open an Electric Orange account at ING Direct and make transfers to it. There's typically a 3-day lag. There's a huge ATM network you can use for free. No fees whatsoever, plus you earn interest on the balance in the EO account.

Because I was part of the old Charter One's Works checking program, I can use my card at any ATM and Charter One does not charge me a fee. However, the other bank normally does. It's a racket.
