I sold an item to someone in the UK. The total including shipping was $343. A couple days ago I get an email that says the tracking doesn't work on the UPS website so they consider it lost and want a full refund. (8 days after mailing) I track it at USPS.com and send the tracking results to them which says they attempted to deliver it that morning. Now he claims that there was nothing there. I tell him to have their post office track it. Next thing he file a paypal dispute and in the paypal message show tracking provided by the UK postal system that says it is available for pickup waiting for the customs fees to be paid. He says that I didn't pay enough for shipping and I am trying to cheat him. The last email he says that I have to pay the customs fees within 24 hours or he is going through with the chargeback. (he already escalated the claim)
The transaction in listed as eligible for seller's protection in my paypal account.

This is a very gray area. At that price, I am assuming that you sent it signature confirmation. If not, kiss your moola away.

Also don't get bullied on the custom fees. The UK people already know it exists. This guy could be scamming you. If this guy don't go and pick it up, the chargeback could be allowed to process. I would inquire about getting the package back. You will have to pay the return postage, but that maybe your only option to recover anything at all.

I shipped USPS.
I am pretty sure priority mail international requires a signature. If paypal gives the money back, I am sure he is going to go get the package.
He only has about 15 feedback so be might just be stupid but the way he changed the story from the package missing to needing to pay the customs fee makes me think he is a crook.
Here is his last email to me.
I have now escalated the non-received item despute. It is only fair for me to tell you that unless you pay / arrange the customs charges on the above item to be paid within 24 hours - it will be too late to stop this non-receipt of goods despute automatically escalating.

of course it is USPS.
If you can get a Paypal staff on the phone and explain your situation,you may not lose your seller protection,save the emails he sent you on "it is your fault,you should pay customs fee,bla bla bla'
If the UK post office is asking him to come in and pay the customs fee,he would have to sign something,so that would be a signature there if you can get hold of it.

This guy has no clue how Paypal non receipt claim works,what he is complaining is remorse on high customs fee,not non receipt of item.
I would like to hear what Paypal has to say when buyer is too cheap to pay customs and let the package sits in the post office?and then file claim on non receipt??

USPS Priority intl does not require signature receipt.
It has to be online trackable and the only one I can think of is EMS.

Priority mail international has the same tracking as EMS.

HOWEVER: with NONE of the new INTERNATIONAL servioces can I find any that include SIGNATURE, nor, for that matter, is it even offered as an add-on... Closest thing is you can get RETURN RECEIPT for some classes...

I cant imagine they (USPS) left out PRIORITY INTL envelope is $9 for Canada and Mexico and $11 for rest of the world.
Major destinations is kind of vague,how about outback Australia??
I am reading another forum,some claim they can still track with the USPS customs form number,the bar code on the flat rate Priority enevelope is never trackable .

For both Express mail and Priority Mail International the customs number is used for tracking. I am pretty sure that they will require a signature from th buyer. I don't know if they will give it to the USPS though.
How long will it be till Paypal decides one way or the other?

The tracking info should be enough to have paypal file in your favor WHEN they get around to looking into the claim.

His refusal to pay customs is irrelevant, you shipped and it arrived.

HOWEVER, if he leaves it at the post office it may get sent back to you and the tracking will then show that YOU have the item ~ paypal would then decide in his favor for the chargeback.

Depends on where the pkg is when paypal looks into it!

I'll try to find the link for the info on paypal, maybe if you cut&paste it to him he will see that this is not grounds for a chargeback.

I'll take a search!

usually takes 7-10 days for Paypal to look into your case.
Dont wait,put your 2 cents in by calling Paypal,tell them this is not a case of non receipt,it is refusal to pay customs fee and it has nothing to do with you.
Lets us know what Paypal has to say.
USPS has a hot line for EMS shipping,see if you can get hold of someone there and ask if they can communicate with some one in UK if he tries to pick up the package after winning the chargeback.

I hate to say so but it sounds like he's done this before! If shipping wasn't that much - you may want to try to have the item returned by customs if you can.

Well, I just got my negative feedback
Had my money since 17th July. Still not received item as seller WONT PAY CUSTOMS
I guess I had to get one eventually.

Yes, I am trying to think of exactly what to write.
I think I will wait to give him his negative till I figure out what paypal will do.
For the people that say to give a positive as soon as receiving money, here is a perfect example why not to. The transaction is far from over. I see no reason why this person would deserve a positive even if they hadn't negged me.

Sorry - unnaceptable. Ive ordered many items from the USA (do you want me to give you a long list?). I've never had any problem with UK customs charges - except in your case. Funny coincidence that - dont you think. Well PayPal + my Credit Card company will decide what happens next - CASE DISMISSED.

Apart from telling paypal. I would be informing ebay with a complaint against him.asap. Perhaps a neg before he does it to you, stating his refusal to pay his own countries duties & taxes.

This guy is a jerk,he is going to his cc issuer if he loses with Paypal.
Intl chargeback can take months,up to a year to come thru.
Without signature confirmation for an item over 250,I dont know what Paypal would do for you.
May be you should arrange to have the item returned to you.

Sorry you are having such trouble with this buyer. I find it hard to believe that other sellers have paid his customs fees, unless of course, he has held their feet to the fire, as he is doing to you.

I don't believe a word of this & have never, ever been asked by any international bidder to pay their custom charges or taxes.

I have been asked to mark packages as a "gift" & of course that is because the seller knew he was responsible for his own countries taxes & customs.

whatnot, If I ever wanted to see someone win a PayPal dispute, it's you.

Uk customs feee is high,I once shipped an expensive porcelain figurine to UK and it is over 25%.
There is a way to pay less,like the buyer will ask you to declare it as a charitable donation to a non profit organisation (if he has one).
The other sellers could be lying on the customs form .

I think this is a rare case of PayPal being forced to take the seller's side. Customs fees are a touchy subject for international transactions and clearly, eBay and PayPal transactions are subject to it. To decide the sellers are responsible for customs fees is a step I bet PayPal wouldn't even think of approaching.
