I see E-Bay offering this,wonder if it will get a bunch of Sellers back on that got kicked off for owing an E-Bay Bill. You have to have a Paypal account to get it.

I'm pretty sure that card companies are required to disclose details like APR and method of computing finance charges when they make a credit offering like this.
There are no such disclosures with the eBay MasterCard.
In addition (and this is REALLY, REALLY important) you should know that the eBay MasterCard is linked to your PayPal account. This is a VERY BAD THING. You do NOT want this to happen, and here is why:
When I had a PayPal debit card, my account was frozen six different times for "suspicious activity". I'd be trying to buy stamps at the Post Office and the transaction would be refused. Or trying to use the debit card at an ATM. Each time I called PayPal Support. Each time I was told that the freeze was MasterCard's doing and that I must speak to them. Each time I called MasterCard I demanded to know why they kept doing this and why they didn't have the courtesy of notifying me first. Each time they refused to say why and claimed they'd tried to phone me. (Lie.)
You DO NOT want MasterCard having anything to do with your PayPal account! Believe it, brothers and sisters. They are not accountable to ANYONE, least of all you. If you want the freedom to go about living your life day by day, do not allow MasterCard to have any power over it.
